United Nations
Forum for state-level coordination, sanctions decisions (via Security Council), and humanitarian operations.
Role in conflict
The UN's role in the Iran-Gulf crisis combines Security Council decisions on sanctions and resolutions, IAEA-mediated nuclear inspections, OCHA humanitarian operations across Yemen and Syria, and UNAMI's mission in Iraq. Council action on Iran is constrained by the permanent-member veto structure (Russia and China block strong measures; the US blocks measures perceived as anti-Israel).
Objectives
- Maintain humanitarian access to affected populations
- Preserve diplomatic channels through good offices
- Sustain the non-proliferation regime via IAEA cooperation
Constraints
- P5 veto geometry
- Member-state funding shortfalls in humanitarian agencies
