He cited France as an example, noting that French authorities acknowledged non-sovereign platforms were fueling unrest while the government had almost no ability to influence their operations.

Putin stated that only Russia currently operates low-capacity nuclear power plants. He claimed that no other foreign competitor has yet practically developed small power plants.

Russian President Vladimir Putin stated that Russia is sincerely interested in cooperation with all African countries. He expressed confidence that the forum and its associated thematic meetings, roundtables, and negotiations would help address challenges facing Russia and Africa.
