Non-state armed groups

Hezbollah

Lebanese Shia armed political movement; Iran's most capable non-state partner; the regional precision-missile and rocket arsenal Israel watches most closely.

Role in conflict

Hezbollah is both a Lebanese political party with parliamentary representation and an armed organisation with capabilities approaching those of a small state's military. Its arsenal includes precision-guided missiles, drones, anti-ship capability, and a deep network of fortified positions in southern Lebanon. The movement's relationship with Iran is the closest of any non-state actor and is the principal vector by which Iran can credibly threaten northern Israel.

Objectives

  • Preserve the armed capability against Israeli pressure
  • Maintain political position in Lebanon
  • Be a credible deterrent threat without provoking a war Hezbollah cannot win

Red lines

  • Sustained Israeli ground operation into south Lebanon

Treated as casus belli; would trigger the largest single escalation vector.

Constraints

  • Lebanese domestic economic collapse limits popular tolerance for war
  • Israeli targeting of senior leadership
  • Munition resupply geometry through Syria

Allies

  • iran
  • syria

Opponents
